What's New for 2027?

1. More value for you: Clear Choice plans

Coverage for everyday care.

  • Starting in 2027, Clear Choice plans include more coverage for everyday care, before the deductible is met! This includes increased coverage for primary care, behavioral health visits, urgent care, generic prescriptions, chiropractic care, physical, occupational or speech therapy, and more. Most Clear Choice plans also cover specialist visits. Silver, Gold, and Platinum Clear Choice plans cover prescription medications without having to meet your deductible first.

2. Nearly 75% of enrollees got financial savings in 2026.

Save big.

  • The average monthly premium on CoverME.gov? $178 per person. You may have heard costs are going up, but most consumers will be protected from significant increases. CoverME.gov does not set plan prices. Savings are available - and most Mainers get them.

See your savings in seconds with CoverME.gov's Plan Comparison Tool! If you shop anonymously, enter your estimated household income for 2027 to see your best savings estimate.

3. Plans and carriers are changing.

No more Mending plans.

No more Anthem PPO plan.

  • Anthem is no longer offering PPO plans on the CoverME.gov Marketplace. Members are being moved to Anthem HMO plans for 2027, still through CoverME.gov. Anthem PPO members can still shop for a different plan through CoverME.gov.
    • PPO (Preferred Provider Organization): PPO plans cover care from in-network and out-of-network providers. You pay less if you use providers that belong to the plan’s network. You can use providers outside of the network for an additional cost.
    • HMO (Health Maintenance Organization): HMO plans usually only cover care from in-network Service providers. It generally won't cover out-of-network care except in an emergency. You may be required to choose a primary care physician. You typically need a referral from a primary care provider to see a specialist.

All Bronze plans now qualify to be used with a Health Savings Account (HSA).

  • With a Health Savings Account (HSA), you can deposit pre-tax dollars to pay for qualified medical expenses like your deductible, copayments and coinsurance. These contributions lower your taxable income, which may qualify you for more savings. There's an annual limit on contributions established by the IRS, but any funds deposited can be used in future years. Contact your local bank, credit union, or go to www.HSAsearch.com to learn more.

Fewer people will be eligible for Catastrophic coverage.

4. Federal changes could affect you.

New rules for immigrants.

  • A new federal law changes who can get help paying for health insurance. Starting January 1, 2027, CoverME.gov can't offer financial help to with certain immigration statuses, including refugees, asylees, and people with Temporary Protected Status (TPS). This is a federal requirement, not a decision made by CoverME.gov. If this applies to you, you can still enroll in health insurance through CoverME.gov, but you will pay full price in 2027. Green card holders, certain Cuban and Haitian entrants, and people from Compact of Free Association countries can still get financial help.

New rules for MaineCare.

  • Starting in 2027, there are new federal rules for MaineCare. Most adults who do not have children living at home and are covered by MaineCare must meet community engagement requirements. These requirements may be met through work, volunteering, or school. They exist in addition to MaineCare's income eligibility requirements.

New rules for paying back excess savings.

  • You could face more penalties at tax time if your CoverME.gov information is out-of-date. The financial savings you get through us are based on household income. If your household income increases during the year, you must update your account. If you don't, you will owe money back to the federal government. This process happens at tax time, starting with 2027 federal taxes for Plan Year 2026. We call this process "reconciliation." Avoid owing money: update your household income with us whenever it changes.
    • Note: This applies to anyone in your household that has a change in income, even if they're not on your plan. For example, if your spouse’s income goes up, you must update your household income in your CoverME.gov application.

Most people affected by these changes can still shop and enroll through CoverME.gov, as long as they meet our base eligibility requirements. Not sure how this affects you? Call us at 1-866-636-0355 TTY: 711.
